Position Description:

Clinton Labs’ Emergency Services Department is responsible for ownership and administration of Asset Protection, Loss Prevention, Life Safety Systems and Emergency Response for Clinton Laboratories.   Positions within this department include Emergency Services Leader, Senior Specialist and Emergency Services Officer.  The Senior Specialist is responsible for developing, supporting and executing the emergency preparedness and response plans at Clinton. This includes serving as the shift Incident Commander during emergency events. This position interacts with a large group of volunteer emergency responders, fire safety systems, building staff/management teams and outside agencies to manage site emergencies. When not responding to events, this position will conduct and /or oversee various maintenance/inspection activities and several training events along with special projects/events.  The Senior Specialist oversees execution of day-to-day operations.

 

Basic Minimum Qualifications:

  • High School Diploma/GED
  • Valid driver’s license and acceptable driving record (Must maintain a valid driver’s license)
  • Current or prior participation on an emergency response team (Fire Brigade/Hazmat – Elanco or external) is required and will be considered in candidate selection
  • Current or prior experience as an Incident Commander (Elanco or external)
  • Must be able to make critical decisions under stressful conditions
  • Must be available and willing to work extensive overtime to adequately staff department
  • Must have strong communication and interpersonal skills
  • Must be able to confront individuals and challenging situations appropriately and provide direct feedback and coaching when necessary to both direct reports and responders
  • Must be able to make presentations to groups and write clear and concise documents
  • Must be able to balance multiple priorities
  • Possess basic skills in utilizing business software: MS Word, Excel, email, calendaring and computerized procedure & incident management systems
  • Must pass ERT Medical Panel and quantitative fit test for SCBA.  NOTE:  For external job fill, this requirement must be added as the third item on the offer letter
  • State of Indiana Emergency Medical Technician (EMT-B or higher) or certification thru National Registry of Emergency Medical Technicians
  • State of Indiana Firefighter I/II or International Fire Service Accreditation Congress (IFSAC)  Firefighter I/II
  • State if Indiana Hazardous Materials Technician or International Fire Service Accreditation Congress (IFSAC)  HazMat Tech
  • State of Indiana Instructor I or II/III
  • Qualified candidates must be legally authorized to be employed in the United States. Elanco does not anticipate providing sponsorship for employment visa status (e.g., H-1B or TN status) for this employment position.
  • The amount of Overtime (OT) varies by area (department) and individual role.  It is neither consistent nor regular.  It will fluctuate between 0% to more than 20% over the calendar year.

 

Functions, Duties, Tasks:

 

Emergency Services:

  • Lead standard work and process meetings with officers to ensure standard work processes are completed and all needs are met and communicated
  • Escalation of needs and support needs to leader for task issues, job needs, or concerns
  • Lead the development of other officer and senior officer for IC and daily expectations
  • Provide primary response to all fires, spills, rescues, and medical incidents
  • Operate in the role of emergency response team Incident commander and Operational division Chief during emergencies and training
  • Develop proficiency in Emergency Services team
  • Develop proficiency in operating and training on all emergency response and asset protection equipment including fire trucks, ambulance and patient assessment tools, radios, environmental monitors, fire and haz mat PPE, rescue rigs and extraction tools, supplied air, alarm systems, scales, intrusion detection, etc.

 

Job Responsibilities:

  • Primary interface with all visitors, employees, contractors, delivery or other service personnel
  • Conduct Indiana Dept. of Homeland Security Asset protection perimeter checks
  • Processes incoming traffic/deliveries
  • Makes clear, concise Plant announcements via E.A. System
  • Must maintain confidential/sensitive information
  • Must be available and willing to work extensive overtime to adequately staff department
  • Process incoming phone calls courteously and professionally
  • Function as an instructor/leader during training of emergency responders
  • Be able to professionally confront individuals violating site policies for which Emergency Services are responsible

 

Emergency Response Coordination:

  • Serve as Incident Commander during emergency events
  • Develop weekly training plans, quarterly ERT training plans, and tabletop for IC to meet NFPA/OSHA standards for response and preparedness
  • Provide emergency medical care to sick and injured site personnel
  • Serve as departmental owner for critical programs (e.g., HazMat, Fire, Confined Space rescue, EMS, etc.)
  • Maintain equipment and facilities in a state of response readiness. Ensure daily and weekly checks are completed. Ensure items are in proper operation for emergency response
  • Provide leadership for Emergency Services officers and emergency response team members
  • Ensure adequate emergency response coverage is maintained per site policy
  • Be proactive in interfacing with responder’s supervision to coordinate vacations, absences, and other staffing questions that could affect emergency response coverage
  • Track emergency responder activities, training attendance, and status for annual recognition
  • Ensure required training is received for self and direct reports
  • Ensure process is in place to identify and address safety hazards.
  • Ensure new emergency responders are properly trained before they are activated in service
  • Development of Quarterly training scenarios and facilitate improvements to training content, delivery, and historical documenting
  • Ensure response team drills and exercises are conducted in accordance with Elanco requirements
  • Take an active role in site emergency exercises, including conducting mocks, drills, and tabletops as requested
  • Participate in pre-emergency planning and assist in the implementation of the emergency plans with building representatives

 

Emergency Services Special Operations (some dependent upon DHS threat levels):

  • Ensure Asset Protection activities are conducted in accordance with Elanco and applicable regulatory requirements
  • Ensure interface with all visitors, employees, contractors, delivery or other service personnel upholds Emergency Services mission of being a customer service organization
  • Be able to manage confidential/sensitive information appropriately
  • Be able to professionally confront individuals violating site policies for which Emergency Services are responsible
  • Monitor DHS Threat levels and take appropriate actions (escalation, etc.) following established protocols
  • Ensure secure perimeter is maintained (fence, CCTV, access control points)
  • May have to conduct search of all vehicles entering plant
  • May have to conduct bomb searches
  • May be required to escort individual (employee, visitor, and contractor) from plant
  • May be required to monitor severe weather from mobile unit

 

Safety:

  • Assure a safe environment for training the ERT, during actual or simulated responses, and in all daily departmental activities
  • Participate in pre-emergency planning and assist in the implementation of the emergency plans with building representatives
  • Participate in Process Hazard Reviews, as necessary

  • Explains Plant Safety policies to visitors, contractors, etc

 

Loss Prevention Support:

  • Assist with PMs and other testing of the fire protection and life safety systems (alarms and announcement systems)

 

Project Team Support:

  • Own or support departmental projects as assigned
  • Interface with Maintenance, Loss Prevention, HSE, Procurement, contractors, and third parties relating to emergency services/asset protection systems

 

Process Improvement:

  • Assist in procedure reviews and improvements to departmental processes
  • Use personal expertise and experience to assist department in continuous improvement
  • Attend required or mandatory training to maintain minimum certifications and higher-level expertise, as determined by the departmental training team and regulations

 

Additional Preferences:

  • Background in Fire Dept. leadership, Military,  Fire Brigade, Security
  • Possess demonstrated leadership ability – either in emergency response and/or in another leadership capacity (“step-up” supervisor, etc.)
  • Ability to serve as Incident Commander within the site incident command system
  • Quantitative and Qualitative instructor
  • CPR Instructor
  • State of Indiana certification in Confined Space Rescue Technician

 

Other Information:

  • Emergency response situations or departmental staffing needs may necessitate overtime after normal business hours and on weekends
  • Individual will be required to work holidays (as scheduled) and extensive overtime
  • This position requires incumbent to download designated emergency response app. and respond, if possible, to emergency call-in
  • Some travel (overnight or out of town) may be necessary for training
  • Person must be able to work in a variety of industrial environments, including production areas that may involve the presence of allergens
  •  Work hours are 4:45 – 17:00 on fixed A, B, C, & D rotating shifts.  The particular shift (A, B, C, D) for this position has not yet been determined
