Overview
The Chief of Staff (COS) works closely with the Chief Technology Officer (CTO)/Head of Programs across their portfolio of responsibilities to focus on making time, information, and decision processes more effective for the CTO. The COS is responsible for managing the effective operation of the Program Team Leadership, leading special projects on behalf of the CTO, serving as an advisor to the CTO on critical business and operational decisions, and for reinforcing a culture of excellence across the team. The COS will collaborate with, and act as an extension of, the CTO and Program Team to establish strategic priorities and manage the execution of high-visibility deliverables.
The COS will be a critical member of the Program Team Leadership and will be responsible for ensuring that the team sets appropriate priorities and meets its objectives and deadlines. The COS will ensure that the CTO’s time is used effectively by filtering and managing incoming requests, delegating work appropriately, and ensuring that deliverables are completed at a level of quality appropriate for executive review.
BioMADE is a non-profit Department of Defense-sponsored Manufacturing Innovation Institute, part of Manufacturing USA, and works closely with the DoD to identify and advance projects beneficial to national defense and to expand the domestic bioindustrial manufacturing base.
Essential Duties and Responsibilities
- The COS will prioritize and communicate enterprise-wide to execute on BioMADE and Program Team reporting responsibilities, including to the government, BioMADE leadership, and to internal Program Team. This will include ensuring input from multiple stakeholders is well integrated and complex reports and presentations are delivered on-schedule and at a high standard that reflects well on the work of BioMADE and our members.
- Working with Program Team Leadership, oversee continued development and maintenance of Program Team handbooks, policies, and procedures. The COS will use their experience and expertise to inform best practices, guidelines, and policies for Program Management across the organization and ensure consistent application of these guidance documents by partnering with people managers across the Program Team Leadership.
- Serve as an effective communicator and integrator to coordinate regular business review meetings with both Government and internal stakeholders. Successful execution will require cross-functional collaboration across BioMADE staff, a deep understanding of the major projects across the Program Team, and an ability to synthesize and communicate complex technical and business information for a diverse audience.
- The COS will serve as a conduit to the CTO and Head of Programs, ensuring there is robust information flow to / from Program Team and BioMADE as a whole, resulting in efficient decision making.
- Serve as a confidential advisor to the CTO and Head of Programs and manage confidential and sensitive information.
- Work with the CTO and Executive Assistant to effectively prioritize workload and communicate urgent, important or on-going information.
- Partner with the CTO, Executive Assistant, and Program Leadership team to monitor and assess workload across the team, recommend approaches to effectively allocate work to match capacity, and recommend structural changes that would enable the team to consistently deliver against its goals.
- Other duties as assigned.
- 10+ years of experience working in industry and/or government in a technical field or adjacent executive support role.
- B.S./B.A. degree or higher, with one degree related to business or bioindustrial manufacturing, including but not limited to business administration, organizational leadership, bioengineering, chemical engineering, biotechnology, or chemistry.
- Prior experience working with a federally funded multi-university program, an academic – industry partnership program, and/or with experience working closely with a Manufacturing Innovation Institute highly desired.
- Demonstrated ability to influence C-level management through effective communication and relevant professional experience.
- Demonstrated ability to drive high performance for a team or organization through influence, rather than direct management authority.
- Experience developing and implementing project or program management guidelines that drive consistent high performance across a team of individuals, ideally in a scientific and technical setting.
- Demonstrated ability to craft effective reports that convey important technical and financial information to a diverse audience, including collecting and synthesizing input from a wide range of stakeholders.
- Exceptional organizational, problem-solving, and communication skills.
- Ability to travel up to 30% time.
